You can do so in the dormant season. Keep the photograph to use as a guide informing you of the plant layout.
Dig around the oak taking care to preserve as much root as possible. Do not attempt to do so whilst the plant is actively growing.

The purple plant is purple heart tradescantia and you can literally break a piece off and put it in dirt and it will grow roots so definitely don’t worry about it lol
Try cutting propagation using IBA for better rooting.
Or air layering.
Should be fine.
