Bought these from Home Depot because none of the local nurseries had anymore in stock. They don’t look too good to the untrained eye. Should I even bother planting them or send them back?
Besides a little leaf curl and leaf burn they look fine. I would plant them. And give them some water. And see how they do.

They don’t look bad. The odd coloration is normal. I’d prune them a tad before planting them

These look incredible compared to a lot of roses I see mid to late season in my area (and I have a trained eye 😉)
Yeah they have a bit of mildew but with some fertilizer and consistent watering they’ll be just fine.

They will make it! Roses are tough.

90% of plant health questions here seem to be either looking for hope that completely dead plants can come back or assume that fairly healthy plants are about to die.

Mine do that every year, I just feed em’ Miracle Grow once a month depending on the rainfall…

Give them a very good drink and liquid feed. When they are revived then plant them. Put plenty of chicken manure pellets or rotted manure or quality compost and some mycorrhiza if you have it and if not some slow release fertiliser or blood fish and bone meal amd make the hole generous. If you spend $1 dollar on the plant, spend $3 on the hole. Decent sized, enriched and planted to same depth and firmed in and very generously watered so whole area nice and moist and then regularly watering until it has established itself. Do not forget
