I suspect either rose chafer or saw fly larvae
Shake the stems over a piece of white paper and look at the bugs.
Use systemic insecticide for roses. Works great!
Rose slug damage! Not actually slugs, they’re sawflies! Turn the leaves around and look for little green inch worms
