Is this tree dead?

Planted this crabapple last fall. Can’t tell if there are buds growing or not. Is it dead? Can it be rehabbed? Zone 4b

If it hasn’t leafed or flowered by now… probably. Sorry.

Scratch the bark and see if it’s green underneath.
