I was given a bouquet and let the flowers dry naturally in a vase, not knowing their weight would make them droop. I worry that the specks under their heads/around the flower itself may be mold, although it may be pollen. Is there anything I can do to rehydrate the flowers to position their heads in an upwards fashion?

No they are dried. That’s why people tie flowers upside down to dry them so they look like they’re still standing up straight. There might be mold but I couldn’t see any. Also didn’t look that much for mold when I checked out the photos.
You can try to use floral wire to adjust the angle of the heads, or hand them upside down and hope they correct
