Are these outer leaves shedding correctly?

    I would water so they can break out.

    It goes against popular belief, but it is OK to water the op when they’re splitting in some situations with this being one of them.

    It appears to me that your otter leaves have already for the most part, died off and dried up, and your inner leaves are failing to break out. If you water them, they’ll pump up and bust out.

    You could also gently and manually remove them .
