How often do you water your pere? Is the shoot near the bottom still healthy?

It looks like the pere had thrown new growth at the base, with the new growth it probably decided to abort the graft branch and is throwing its energy to the new growth, I always try to pinch off any new growth that isn’t scion growth. Root stock will always choose new growth if you let them
