Just looked at the site, based on it dissolving in water it is most likely just a cellulose foam… similar to a cheeto or corn puff packing peanut. Honestly it’s probably edible in a pinch but you didn’t hear that from me…
Anyway, if that’s the case, the plastic wrapper is NOT compostable but the foam part is totally compostable it will just absorb some water before breaking down.

I’ve put the stuff in my compost bin before, and it breaks down just fine.

It’s just starch. Composting it directly is fine or dissolve it in a bucket of water and pour that on your compost
