Yes T, water may permeate through over time, definitely need drainage behind wall.

It’s called form setting for concrete not framers come on now

I’ve seen water come thru the concrete from the ground

Concretes permeable, that’s why they waterproof basement walls in the north, the water will wick through and have water spotting and some efflorescence. Good call on the drainage fabric
