While out on a walk I noticed this beautiful silver maple’s roots had a deep deliberate looking cut parallel to where they meet the sidewalk. My first thought was that this was some careless (if not malicious) act. But the cut doesn’t fully go through; stopping a little below the edge of the sidewalk.
If I’ve learned anything lurking this sub, it’s that it’s safe to assume the tree will absolutely suffer from this.
My question is whether there’s any way this could be intentional or likely just a fuckup?
Edit: to clarify, I assume it was done on purpose. My question is whether it was done by some arborist who knows some kind of trimming method I’m not aware or a jackass trying to kill the tree?
Consensus seems to be for jackass.

I assume it’s whoever installed the concrete trying to mitigate the damage the roots will do to it, or some crazy homeowner decided his sidewalk was gonna get hurt. Either way, this was absolutely intentional, and serves no other purpose but to hurt this tree.
Definitely wasn’t on accident
Looks like trying to girdle root to stop heaving up sidewalk
