If it’s been water logged since collection, the roots suffocated. Hard to say, collecting is difficult.
Hopefully it’s just prioritizing growth on the weak root system .
And that you have it in full sun.
It looks like a couple sections may have Juniper scale. That could causing part of health issue. Neem oil may help or isopropyl alcohol
