The weed barrier is preventing the tree from being able to have good root health. I would take the tarp off the roots and throw mulch down to trap the moisture in so the tree can thrive.
Get that landscaping fabric away from your tree. Its not going to stop any weeds from growing anyways and its going to make your tree suffer in the long run. Why are people so addicted to this microplastic junk

For the tree use cardboard plus mulch or dirt or compost. Don't volcano the mulch.
For the stone barrier the weed barrier is fine but maybe there's some glue you can use to try and keep them in place.
