Did your harden them off properly? The soil might be nitrogen deprived, so maybe try a nitrogen based fertilizer if you haven’t fertilized.
One more thing, peppers don’t like to be near tomatoes. tomatoes are fast growing resource hogs and peppers like to take their time.
Hit them with Miracle Gro. I use Miracle Gro for the first few feedings then switch to Miracle Gro Vegetables and Herbs
