I think its called dog vomit or vomit fungus. I had that on one of my plants. Was told it was harmless but my plant died so may be it isn’t that harmless.
The only thing I got was “planthopper” off of Google and the remedy was to hard spray it off or remove by hand. Did you try either? I’ve never seen or felt anything like it. Airy, dense, and dry despite the rain.
