It used to never be thirsty but now it just wilts when it is and then perks back up whenever I give it water. My burpee packet says 120 days my seedphony packet says 90 days.

That pot is all roots which is why it always needs water. Needs proper fertilizer and more soil. It’s just growing roots and leaves, no blossoms.
Probably repotting it in new soil mix will get it going. It needs much, much more soil.
Also needs the correct light period to bloom, look up what it is for chamomile and ensure it gets that.
