This Paulownia tomentosa tree was planted in our garden 2 years ago by a local company.
The first year after planting the tree grew a lot of branches and leaves all along the trunk. This year however only the lower branches are growing and getting leaves.

Is there still hope that the top of the tree will start sprouting leaves again or is it dead ?

The tree is suitable for my region (Belgium), it's not native and you don't see it often but it grows in gardens and parks.

The tree is planted in the middle of our garden and gets sun all day.
During dry periods it is watered by hose.

I contacted the company that planted the tree and they said to wait and reevaluate in july but I am worried about the health of the tree and would rather act sooner than later.

Any advice is welcome.

    I don’t reccomend planting those im Belgium since they are pretty agressive and invasive actually. They spread a lot and grow in cracks and thight spaces very fast.

    But anyway, Give the top part where a little scratch and see if its green inside. If its not green and brittle it means that part is dead.

    Remove the metal ring at the bottom and give it some time.
