I planted this columnar Ginko last year. This spring, it’s sprouting leaves at the base. I’m assuming it’s a grafted tree but I’m no expert on this. Should I simply pinch them off? Anything else I should be doing to prevent them in the future?

Yep. Pinch ‘em off.
Yes most nursery ginkos are grafted males, this guarantees that you won’t get female plant with stinky fruit , don’t let anything sprout below graft
