Looks like Lactuca serriola, a close relative to the common lettuce Lactuca sativa, it’s native from Europe and North Africa to continental India and Western China, but got introduced to other parts of the world, it’s extremely well adapted to heat and drought.
Growth seems to be inhibited, under good conditions the plant could become much bigger and also easier to identify.
