Root flare ought to just barely peek out, and given how much mulch you’ve got, I don’t think this is planted deep enough.

i would leave it. i don’t think you planted too high. it’ll settle. also you can always add more dirt, but taking it away and lifting it is more difficult.

Remember that you don’t water trees like you do grass. Trees generally like slow, long watering better than 5 minutes once every other day. When it is newly planted you may want to water it more frequently but once established it would likely be better to switch.

Check the graft to ensure root base isn’t throwing those vertical shoots and cut them off if you see any.

Those are obvious roots and they should be below soil.
