When do I repot the mama plant (I know they like to be root bound, or at least need to be root bound to make babies)? And when do I snip the babies off and put them in their own dirt?
I usually leave the babies on until they develop visible roots. Then you can either plant in soil or put in water until bigger roots develop.
If you re-pot just go up 1 pot size. They will produce more flowers/babies when they’re pot bound, which happens pretty quickly.

Repot when the plant needs water more than once a week I’d say. Like if it dries out quickly that’s how I know.

Spideys like to be snug as a bug in a rug! Unless my plant looks sad and watering isn’t helping, I would leave her where she it….and when you go up, go up only 1 pot size.
