This shrub outside of my house grew immensely in the last 3 years. Its starting to become a nuisance since it's roots really get leggy into my side of the fence and sprout little plants. I was thinking of cutting it down one afternoon since the land it's on is still being developed. Will it grow back if I leave it's stumps?

Can’t help with the removal qs, but that looks like Desert Willow to me.
I agree that it looks like a native desert willow or baccharis. Leave it! It’s important to our survival!
Careful cutting anything not on your land. Looks like a desert willow which is a native plant.
These are real tough and would likely keep growing back from a leftover root system. I currently have one and transplanted a couple prior, they have very deep vertical taproots. If you prune it and train it away from your fence itll help it grow in a more desired direction. Also a heavy prune means it won’t be looking to expand its territory as much into your yard.
I have one of these as well and I recognize it’s great for the ecosystem but it’s MASSIVE and I also don’t know how to manage it.
*Baccharis neglecta*…native super pollinator magnet.
This is not a desert willow. This is poverty weed (Baccharis neglecta). It is a native plant, but it will grow very quickly in your space.
Roosevelt weed. Tough as hell. I’m in the Hill Country and it’s all around. I don’t let it get too close to the house as it’s highly flammable. That is what would concern me about yours.
