Okay i got this philodendron ring of fire bc i felt bad leaving it in the clearence area of ikea, it grew his leaves but he always had this pink thing in the middle for atleast a year and now this is happening, is it a new leaf?

Yes a new leaf waiting to grow and unfurl, I have a Golden Crocodile and an Imperial Red that do the same but put out at least a new leaf per month. Golden Crocodile for example picture.

Might not be growing because it wants different substrate, your soil looks awfully dense, Idk but they seem to like an airy mix with a lot of bark, pumice or pearlite ime.
