I've just started renting a place and I'd like to improve this small lawn area for for child and dog to enjoy. Can I get some advice on how to do this?
Do I weed then throw down lawn repair seed? Do I tear it all up and put down turf?

You’ve got the right idea. I would even suggest spot application of glyphosate/based herbicide, top dress with about 3cm of topsoil and oversow with lawn seed. Once done, you’ll need to water twice daily. Depending on where you live in Australia you may need to get onto this straight away to get the grass seedlings established before winter. I’m in Tasmania and I’m extending my lawn into an area that was bare clay and also repairing another area that is patchy (worse than your lawn). All the best with it!
Mow. Hand-weed. Aerate, water. Overseed when the season is right.
