Next steps?

I recently inherited a neglected compost situation and want to get it up and running. At one point, I got the largest pile up to 120 by layering brown and green and watering. I fluffed it up yesterday and added a little bit of brown and some grass we pulled 2 weeks ago and now it is barely 100.

We also have that almost gone soil in the center (full of weeds we just pulled) that I don’t want to use in our beds and the third pile won’t go up beyond 80 degrees. I layered and fluffed it up yesterday.

Should I pull some materials from the two active piles and build up the center/soil bin? We have 6 adults worth of food scrap and an unlimited amount of grasses. We also have a decent chunk of dried leaves around the property I can use.
