The main problem is the filter. As you can see from the picture, it’s way too big for the tank. The whole tank is 20 gallons so the water area’s probably like 5 or something. If anyone knows any filters that would be better for this, please let me know. Also, what fish could I put in the water section?

You can definitely find smaller filters at your local aquatics store that will be more than adequate if you aren’t stocking it to the brim with fish.
What are you having in there as if you want a lot plus an amphibian it may be worth keeping the large filters (they usually say what size tank they are suitable for).
As for the fish, it depends on if you are going fresh/salt and cold/tropical water for the fish type as there is huge variation.
