Mine was like that for a few years, it is getting there, some patches but not visually unappealing.
I’m no expert but from trial and error maybe scarify aerate and overseed?
If it’s a small garden you can do by hand with core aerator and scarifying rake. If larger garden, I’d recommend a machine 😂
Dig the whole thing out, put in some sort of drainage, buy a shitload of topsoil and start again. The question is asked constantly about new build lawns. There was enough topsoil put down just to get the grass to grow for showing. It’s not going to take footfall and definitely isn’t suitable if you have a dog or kids.
I spent way too much time and money on mine and still ended up getting rid of the lawns completely
