I have lived in apartments my whole life. This is my first time owning a garden and looks like I'm not doing well.

I have attached a few pictures of my lawn.
In the first picture you can see a spot in my garden where I used Round Up last year to kill a cluster of weeds.
I seeded some grass 3 weeks ago, and watered it daily for the first week, but nothing grew so far.
The other pictures are just to show the overall look of my lawn with some spreaded patches.
Any advice is welcome.

Get a fork in patches like that to break up the soil, water it well, and plant the seed. You’ll need to water it daily during the dry spell.
So I wouldn’t use round up again. Try scraping the soil to remove a thin layer. Wet the soil, pop the grass seed down, then pop a light layer of soil/ compost on top. It worked for me.
Yup work the soil with a fork. Maybe an opportunity to introduce some compost into the clay. Then flatten out the soil a bit. Then mix some seed with some topsoil / compost and spread over the area and water every day to help it germinate. Just putting seeds on top of clay alone will not work
I think it’s easy to underestimate the amount of water new grass needs. Some great tips here but just make sure you water to give the grass the best chance to become established.
