
Old stone wall with about a 6ft drop at the highest point. Can do a fence, but would love some sort of plant or bush – was thinking rosemary, or something that would cascade down the wall over time? Any suggestions would be much appreciated!

Wait it out. Your kids won’t fall in and before you know it they will be old enough to balance and play on it. You’ll savor the money saved
How are they going to learn?
I have kids and a canal. I’ve let the grass grow really tall about a foot or two from the edge and then mowed it where they can walk. They know the bank is unstable and if they go where it’s tall, they’ll be wet, muddy, and in big trouble. You have a very clear boundary so it might be easier to keep it visible so they can know where to step. My canal, the bank is uneven and caves underneath so I don’t even want them getting near to put sticks in.
But the main thing is to yell at the kids enough they’re more afraid of you than excited to touch the water. That’s sarcasm but only kinda.

Tell them a monster lives in the water and will take them away if they get too close. And no, I’m not joking, it’s worked for millennia.

If that was here in Virginia, I’d be wanting a hedge of woody plants along that wall to provide the barrier. Azalea and Blueberry would be top picks.
But those would take long enough to grow that I’d want it fenced as well for immediate protection. A row of fence posts, about 8ft apart and 2.5ft high, with three strands of 14-gauge high-tensile fence wire strung along them would work well. Then once the bushes are large enough, just cut the wire and pull it out the end, so the wire doesn’t get in the way of any pruning or other maintenance that the bushes need. Let the bushes grow a bit taller than the posts, and they won’t matter anymore.
