I already cut the rogue plant that is growing next to the tree. I'd like to do something to make it more attractive but don't want to damage the tree.

Thoughts?

    Plugs of perrenial plants mulch well and water till established.
    Depending on conditions things like hosta, rudbeckia echincea.

    Yes, low perennial ground cover is your best bet! My neighbor has a tree next to the road and curb like this and the area is filled with periwinkle, it’s beautiful

    That tree looks unhappy, what does the crown look like? Consider having it removed. Rot on the trunk, suckers, and surface roots are all red flags.

    don’t add rock, in case you happened to be leaning that direction. check out what native perennials do well in your area/soil type.

    – Clean up all edges where soil/grass meets curb/concrete.

    – Remove any soil sitting over top of the sidewalk.

    – Place a small stone edging along sidewalk if you end up with a ledge of dirt.

    – Sweep and remove all debris in the street, skirt, and sidewalk in the surrounding area.

    This alone will make it look 100x better. Then you can think about native groundcover.
