To me this looks a lot more like normal degradation of fescue. If you don’t keep up with the weed control and overseeding and fertilizing, this is pretty much what happens. You get a lot of crabgrass that dies over the winter and leaves dead spots in the yard. Looks like a bit of invasive Bermuda mixed in too.

Best way to test for grubs is get a gallon of water mix a healthy dose of dawn dishing washing liquid and pour it where the dead grass meets the healthy grass and just wait to see if the come to the surface.
