I live in a condo and HOA doesn’t really care to ever spruce it up. They said owners can do whatever to it but it needs to be their own expense. I’d like to make it pretty (I really have no experience aside from planting my own railing flowers every spring)
Also no idea where the tulip popped up from! I’ve lived year nearly 15 years and have never seen a flower bloom here.

Looks like quite a bit of soil is in there. Really needs dug out and redone.
Quickest and easiest to make it look nicer would be to just dump down some more rock…
Maybe a row of low flowering bushes along the edge? Like lavender, daffodils, coneflowers. Probably stay with 1 kind.
