I have had some beginner's luck with a tier of lettuces growing like crazy and we have harvested 7 or 8 times. This tier is tomatoes and peppers – 6 tomato and 3 peppers – most are flowering. My top tear is empty – should I move some of the tomatoes / peppers or is it too late?

Check the roots. By this point it’s usually too late to separate and salvage. Those things are basically just seed starters imo.
