New to plants, one of my chiliplants have this off-white dust under its leaves, and some leaves are drying. Smaller new leaves looks fine. Could it be spider mites?

No, they would build lots of nets between the leaves. It’s probably powdery mildew. “Powdery mildews are a group of related fungi which attack a wide range of plants, causing a white, dusty coating on leaves, stems and flowers.”

Wash the plant thoroughly and remove the white coating. You can use shampoo spray it on and rinse it off properly. Make sure to clean every leaf where you see the white residue. You can use your hands, but wear gloves. This should help cure your plant.
