Can you rub the leaves between your fingers and smell? That might be the best way to determine. If it is citrusy it is lemon balm, if it’s a little more earthy then probably cat nip. It looks like my cat nip.

That looks like it might be Catnip, Anise-Hyssop (Agastache) or possibly Lemon Balm. You’re going to have to rub the leaves and if it smells musky it’s Catnip; if it smells lemony Lemon Balm and if neither probably Anise-Hyssop.
