Previous homeowners left a spectacle of a rock bed. I’m a few inches into the soil already. Just wondering if grass will grow over rocks or if I need to go deeper. Thanks!

If you put sod over this with no prep under the sod — I can give you a definite maybe on the sod/grass living. Look up in your area (Scott’s/etc) how to “put down” sod so it grows/lasts.
Sod is good stuff. But you want to give it a good shot other wise you’re wasting your time and money. You’d do well to dig down some and back fill with good dirt.
I would go down and add top soil over loosened base
