Hello, per the picture, I planted 2 small cacti, each with an orange grafted flower on top, together in the same pot; they flourished for about a year, then started to die and I stopped watering them for 3 months with the intention to replace them, but recently one has made outgrowths towards the other plant and the smaller one is now seemingly doing the same thing… creating an outgrowth towards it's partner…any ideas as to how and why this happens!?

Whatever you grafted on top died and then the rootstock is sprouting new growth. Perfectly normal.
If you wanted you could cut off the new portion and plant it. It has good looking roots.
