Two problems in one. I don't think they're related but who knows
In the first pic there are tons of bugs and i assume eggs. But only on this new growth. I have a bug spray for plants so I've used that and wiped them all off.
In pic two. This limb has died but only at the end. The base where it joins the trunk is still fine and has Green leaves.

Aphids sucking up the juices
Yep, aphids. Lil’ plant murdering bastards.
Get seven dust or peppermint spray if u do organic. These guys are icky and will kill everything. Theres a veggie safe seven dust I believe. I’m pretty sure I use the one that connects to the hose and blast those mfers.
You have an aphid infestation!!!! Please if you have any other plants remove them. Since aphids spread easily and some can fly. And one way to remove them is by spraying neem oil or using tape to remove them. For the dead limb you say it could be many things but it could be the aphids too. They could have sucked up that part when it went limp and it died .
