I am not sure if that is scale? But I am pretty sure I see mealy bugs in there as well. I hope I am wrong.

I would use 70% Isopropyl rubbing alcohol on a qtip to kill and manually remove all pests. I usually treat my plants that are in soil with bonide systemics and Captain Jack’s Dead Bug Brew so I have never treated anything propagating in water but the alcohol will definitely kill them.

when i prop my pothos i see those black things on the roots sometimes and ignore them. never had any problems before or after planting them but im no expert!
