This a genetic reversion on an Alberta spruce. Alberta spruce evolved from a naturally occurring mutation on a white spruce that has been cultivated over the years. Sometimes the base genetics of the tree come through. If you catch it early you can prune it out, but that looks like a lot of area to prune and you might be better off removing the tree completely. Or, if you want a giant white spruce there instead, you can wait a decade.
