The city came by to prune my tree without notice. It's a ginkgo to the best of my knowledge. Everything I'm reading is that this species doesn't need much pruning, but it seems like such a significant portion was taken off. I did confirm with the company that completed the work that the tree wasnt in violation (blocking roads, dying branches, disease, etc) and that the only reason was "everyone on the street was on the schedule" … even though the species differ from house to house. Will the tree be ok? Will it grow back eventually? My heart is so sad.

They did a good job, clean cuts, good structure left over, it’s going to be just fine.
Edit: though I probably would’ve taken a couple of those tips to maintain apical dominance of the leader.
Totally fine
It’s going to be fine. It may not have “needed” pruning per regulations but it’s better to do this kind of structural maintenance pruning when the tree is young like this.
Tree is most likely in City ROW which means they have authority over it. You are lucky as tree work is expensive and they will maintain it free of charge for you (on their schedule though). They did good job. Helps promote good structure for future.
Yeah it should be okay. Ginkgo wood isn’t super strong, so maybe they lifted it to prevent kids/people from climbing it and accidentally breaking limbs? Idk
Yep
It will be fine
The city trimmed their tree well
