Yes that is the perfect size to harvest and I would pick that. Taste test though. They should be crisp and juicy, not woody. Sometimes they won’t turn completely white and still be ready.
Often when I’m picking buckets full of those Ill even pick a little smaller if I pick twice a week bc they size quick after you pick (water after picking).

Yeah! You can let them go about 1.5 in longer for the best growing ones for tender eating. When longer and harder, always freeze them for some stock! All of my old beans and pea pods are 1) for seed 2) for stock.
