Not too sure about PA trees as I’m literally across the country, but best guess is that pruning job plus that fence post in the root will likely mean decline from the tree.
It may struggle for a few years and look really unhealthy before it pulls through and comes back. Or it will be so stressed that this is a slow-motion death sentence.

It’s probably worth waiting to see how it responds over the next few years. Or get a certified arborist to make an assessment and being the bill to the fence builder
