That’s the Chinese mantis ootheca. They’re invasive in the US and will eat beneficial native bugs and can even take down hummingbirds.
Edit to add: kill it with fire!

This is a ootheca of the Chinese mantis. If you’re anywhere other than Asia, I recommend destroying it. They’re pretty invasive.
