Whats wrong with twigs? Are they jamming the shredder?
A leaf blower might move the leaves and leave the sticks behind.
Bag them in a mower first.
Twigs this size work fine. Shred it all .
Leaf blower from right distance should move mostly leaves but not sticks.

I thought small twigs and branches are good? It creates space/air pockets for oxygenation?
Yes, annoying when you’re collecting/screening but our compost got darker and vegetables came out healthier last season.

Shred everything and move on with your life. A compost pile should be a living organism with varying stages of decay.
Quit your job and take up pre-filtering full time.
Do you perhaps have a lot of illegals in your area?
I have not found an efficient way to get them out ahead of time. So I pay the man on the back end. Pick your battles.
Mulch or shred them up🤷🏻♂️

Wouldn’t it be easier to just compost the twigs and deal with it at the other end once you’re using the compost? Sifting the twigs out post composting would be easier than pre, also you would benefit from the twigs in the compost, then just put the twigs back in repeatedly until they break down.
Personally I wouldn’t bother with any of it.
A mower would mulch that up
I just pick them out by hand honestly, chuck them or cut them into smaller pieces.
