It’s properly ID’d already by others in the comments, but a heads up about this fungus. It’s jumping back and forth between nearby apple tree(s) and your cedar it’ll continue to flare up. If the apple tree(s) is young or replaceable I’d recommend removal. There are PHC options for treating the fungus, but that’s going to be a never ending cost as long as the fungus can keep bouncing back and forth.

The shit that keeps fucking up my apple trees. It’s a fungus that alternates between cedar trees and apple trees depending on time of year.
This is the famous Cedar Apple Rust (https://mortonarb.org/plant-and-protect/tree-plant-care/plant-care-resources/cedar-apple-rust/#disease-cycle). Disease that affects Juniperus and Rosaceae plants in a 2 year cycle of switching between hosts. There are a lot of articles about this disease and how to manage it from the agriculture extension in your state, or the many other resources out there for gardeners and fruit growers.
