Is this tree doomed? It was side swiped by a vehicle in the middle of the night.

No. If the driver didn’t stick around or leave a note, they were probably drunk.
While it would have been better for the tree not to have been hit at all, I don’t believe that to be a lethal hit. Keep an eye on it, and if you start seeing mushrooms coming out of the trunk, have a Certified Arborist come out and assess its likelihood of failure.
