Don’t know what to do with this peach.

I bought a 6’ peach tree 3 years ago and it’s don’t nothing but struggle. First year it was leaf fungus, second year boring insects (see pic 2). It continues to grow shoots from the base, which I have removed twice, but last year didn’t trim. I’m honestly considering chopping the original trunk and trimming away all but one shoots and trying a reboot, but looking for advice.
