  1. Not exactly the way it's shown. It's good for green onions but if you want good size bulbs you need to split the new shoots and plant them at some distance so they don't compete for the same 4 square inches of soil

  2. Not quite correct. Put the cut piece into a container so that just the bottom is in water. Keep it at that level. It wil start sprouting. Over time it will split into several small onions each with their own roots. Slit and plant individually. If timed right you could expect biggish onions.
