



Both mine and my neighbors downspouts appear to be the biggest contributor to the pooling water next to my home which is also flowing under the fence and into the backyard. Will properly buried downspouts daylighting near the city storm drain alleviate most of this water issue, or does regrading need to be considered in conjunction to the down spouts?

Your last pics makes your backyard look like the lowest point.
You’re going to need to find a way to drain it all elsewhere within your local laws.
looks prone to flooding anyway, are just accelerating this. where is the water wanting to go? figuring this out and getting someone in to do some grading may be the best option.
Run big O off your downspouts and bury them in a trench to the lowest point. Then dig a big hole with fabric and large stone for a French drain it can outlet to.
You need some reason for the water to flow somewhere else.
Why would it go anywhere else than the low point where it is now?
This seems like a bigger problem that needs the city or a professional to tell you where that water could or should go.
It’s weird how in Europe, not letting this go into the water treatment system can be illegal however in America it’s different

That barrel is beautiful.
Nonono, it’s a whole barrel, melted to the earth by the passages of time, but present only now before eventually returning to dust.
French drain or a dry well. But French drain will be better if you have place for water to drain.
