So these have been sitting on top of the soil since January 3, about 4 weeks. One plant shows a few hairlike roots sticking straight up and the bigger echiveria has done nothing except lose some leaves.
What do I do next. Nothing, mist or water?

It looks like it might have mealybugs
Your big one has mealybugs. Wipe off the white fluffy stuff with a damp q tip, then mix equal parts rubbing alcohol and water and spray the plants every three days, at least 3 times. Make sure you get every little crevice and under the leaves, and spray the little ones too because odds are they have mealybugs too. Pluck out all the dead leaves so the mealybugs can’t hide in there. If the white stuff comes back, that means you didn’t get them all and need to repeat the process.
